SENATE CONCURRENT

RESOLUTION

 

 

DIRECTING THE HAWAII EMERGENCY MANAGEMENT AGENCY TO SUBMIT A GRANT REQUEST TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY FOR ROCKFALL MITIGATION IN MOANALUA GARDENS AND MOANALUA VALLEY, OAHU.

 

 


     WHEREAS, boulders along hillsides pose a threat of dangerous rockfalls and landslides that could directly and indirectly impact communities across the State; and

 

     WHEREAS, rockfall mitigation projects require proactive measures to protect hillside and valley communities; and

 

     WHEREAS, on Oahu, the Moanalua Gardens and Moanalua Valley communities are considered a high-risk zone for landslides and rockfalls; and

 

     WHEREAS, certain hillsides surrounding Moanalua Valley are owned by the federal government, such as Tripler Army Medical Center; and

 

     WHEREAS, the United States Army Corps of Engineers has previously conducted rockfall mitigation projects on surrounding hillsides in Moanalua Gardens and Moanalua Valley; and

 

     WHEREAS, the Hawaii Emergency Management Agency is responsible for planning for and responding to natural and human-caused emergencies in the State; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the House of Representatives concurring, that the Hawaii Emergency Management Agency is directed to submit a hazard mitigation assistance grant request or pre-disaster mitigation program grant request to the Federal Emergency Management Agency for rockfall mitigation in Moanalua Gardens and Moanalua Valley, Oahu, under the Tripler Army Medical Center hillside; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Adjutant General of the Department of Defense; Commander of the United States Army Corps of Engineers, Honolulu District; and Director of the Hawaii Emergency Management Agency.
