SENATE BILL 1228

 

 

 

AN ACT

 

amending title 41, chapter 11, article 1, Arizona Revised Statutes, by adding section 41‑1609.07; appropriating monies; relating to the state department of corrections.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 41, chapter 11, article 1, Arizona Revised Statutes, is amended by adding section 41-1609.07, to read:

START_STATUTE41-1609.07.  Braille transcriber training program; service provider requirements; report; program termination

A.  The department shall establish a braille transcriber training program that offers inmates high quality vocational training in braille transcription.  the program may operate in a facility that is operated by or that contracts with the department.

B.  The director shall develop the application process, selection criteria and minimum performance standards that apply to a service provider that applies to participate in the program.

C.  The department shall award a grant to a service provider that meets all the requirements of this section.  The grant amount may not exceed the total amount of monies that are appropriated to the department for the braille transcriber training program.

D.  A service provider must meet the following requirements:

1.  Be a nonprofit organization that is exempt from taxation under section 501(c)(3) of the internal revenue code.

2.  At the time of submitting the service provider application, for at least ten years have:

(a)  provided braille transcription services in this state.

(b)  Offered braille transcriber training programs and certification to inmates.

3.  Be able to provide oversight of physical braille embossing and production in a correctional facility.

4.  Be able to provide technical support for embossing equipment and braille transcription software in a correctional facility.

5.  Be able to transition the support that is provided to a program participant if the inmate is discharged from imprisonment.

E.  Each service provider shall submit an annual report to the department that includes the following information:

1.  The number of inmates who are participating in the program.

2.  The number of inmates who have completed the program and received braille certification.

3.  The response rate to provide the transition support to a program participant who has been discharged from imprisonment.

4.  The number of transcribed titles and page count.

5.  A descriptive summary of the evaluations and professional development of the braille transcribers.

F.  The program established pursuant to this section ends on July 1, 2030 pursuant to section 41‑3102. END_STATUTE

Sec. 2.  Appropriation; braille transcriber training program; exemption

A.  The sum of $250,000 is appropriated from the state general fund in fiscal year 2020-2021 to the state department of corrections for the braille transcriber training program.

B.  The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
