An act to add Section 44259.6 to the Education Code, relating to teacher credentialing.

AB 2309, as amended, Berman. Teacher credentialing: supplementary authorization: computer science: grant program.

Existing law requires the Commission on Teacher Credentialing to, among other duties, establish standards for the issuance and renewal of credentials, certificates, and permits. Existing law authorizes the commission to grant an added or supplementary authorization to a credentialholder who has met the requirements and standards of the commission for the added or supplementary authorization.

Existing law requires the Superintendent of Public Instruction to convene a computer science strategic implementation advisory panel to develop recommendations for a computer science strategic implementation plan, including recommendations on broadening the pool of teachers to teach computer science. Existing law requires the panel, on or before January 15, 2019, to submit those recommendations to the Superintendent, the State Board of Education, and the Legislature. Existing law requires the Superintendent to develop and, if adopted by the state board, to submit to the Legislature a computer science strategic implementation plan on or before July 15, 2019.

This bill would require the commission, upon the appropriation of funds for these purposes, to develop and implement ~~a program~~ the Computer Science Preparing Educators Grant Program to award competitive grants to postsecondary educational institutions for the development of preservice credential programs for individuals seeking a teaching credential, and the expansion of programs of study for single subject or multiple subject credentialed teachers seeking a supplementary authorization in computer science. The bill would authorize grant funds to be used for specified purposes and would require the commission to give priority to proposals for current commission-approved multiple subject credentialing programs and programs that fulfill the course requirements needed to obtain a supplementary authorization in computer science. The bill would require a grantee to provide certain information and data to the commission for at least 3 years after receiving a grant.

The people of the State of California do enact as follows:

SECTION 1.

Section 44259.6 is added to the Education Code, to read:

44259.6.

(a) The commission shall develop and implement ~~a program~~ the Computer Science Preparing Educators Grant Program to award competitive grants to postsecondary educational institutions for the development of preservice credential programs for individuals seeking a teaching credential, and the expansion of programs of study for single subject or multiple subject credentialed teachers seeking a supplementary authorization in computer science, for the purpose of providing incentives for teacher preparation programs to update curriculum and develop preservice credentialed programs to teach computer science.

(b) A postsecondary educational institution may use grant funds for either of the following:

(1) To integrate or update computer science curriculum and pedagogy into commission-approved multiple subject teacher preparation programs.

(2) To create or expand programs designed to meet the requirements needed to obtain a supplementary authorization in computer science.

(c) A postsecondary educational institution may use grant funds to develop preservice credential programs for individuals seeking a teaching credential and expand programs of study for single subject or multiple subject credentialed teachers seeking a supplementary authorization in computer science, including, but not limited to, for the purpose of providing faculty release time to redesign existing courses.

(d) In awarding grants pursuant to the program, the commission shall give priority to proposals for current commission-approved multiple subject credentialing programs and programs that fulfill the course requirements needed to obtain a supplementary authorization in computer science, including, but not limited to, pilot programs and programs that enhance equity and increase access to teachers in underrepresented minority groups.

(e) As a condition of the receipt of a grant, a postsecondary educational institution shall provide to the commission program and outcome data and information for at least three years after receiving the grant. The data and information shall include program design and features, the number of graduates, the number and types of credentials earned, the time taken to earn a degree and credential, and any other information the commission may require for purposes of documenting the effect of the grant and identifying effective practices in program design and implementation.

(f) The implementation of this section is contingent upon the appropriation of funds for purposes of this section in the annual Budget Act or another statute.
