LEGISLATIVE COUNSEL'S DIGEST
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, the University of California, under the administration of the Regents of the University of California, and the California State University, under the administration of the Trustees of the California State University, as the 3 segments of public postsecondary education in this state.
This bill would express the intent of the Legislature to enact legislation to remove obstacles for the University of California, the California State University, and the California Community Colleges to finance and construct affordable housing units for students.

The people of the State of California do enact as follows:
SECTION 1.
Section 76011.5 is added to the Education Code, immediately following Section 76011, to read:76011.5.
(a) The California School Finance Authority shall administer a competitive grant program to provide planning grants for California Community Colleges that are exploring or determining if they can offer affordable student rental housing.It is the intent of the Legislature to enact legislation to remove obstacles for the University of California, the California State University, and the California Community Colleges to finance and construct affordable housing units for students.
