Existing law establishes in state government the Labor and Workforce Development Agency in the Department of Industrial Relations to foster, promote, and develop the welfare of the wage earners of California and to advance their opportunities for profitable employment, among other duties. Under existing law, the agency consists of the Office of the Secretary of Labor and Workforce Development and the California Workforce Development Board, among others.
This bill would require the office and the board to establish, in collaboration with the California Economic Strategy Panel, a bioscience worker training initiative for the purpose of making California workers more skilled in the competitive global biosciences manufacturing and science value chain, as defined. The bill would require the initiative to be conducted in partnership with specified sectors and entities, including the state’s life science industry sector and the Employment Development Department, to develop a strategy to support regionally based workforce intermediaries to provide one-time trainings, retraining, and ongoing training in advanced scientific research and development.

Existing law establishes the Department of Industrial Relations in the Labor and Workforce Development Agency to foster, promote, and develop the welfare of the wage earners of California, to improve their working conditions, and to advance their opportunities for profitable employment.

This bill would express the intent of the Legislature to enact legislation to promote the development and expansion of the state’s biosciences workforce.

The people of the State of California do enact as follows:


SECTION 1.

 Division 11 (commencing with Section 19000) is added to the Unemployment Insurance Code, to read:

DIVISION 11. Bioscience Worker Training Initiative

19000.
 (a) The Office of the Secretary of Labor and Workforce Development and the California Workforce Development Board, in collaboration with the California Economic Strategy Panel, shall establish a bioscience worker training initiative for the purpose of making California workers more skilled in the competitive global biosciences manufacturing and science value chain.
(b) (1) The initiative described in subdivision (a) shall be conducted in partnership with all of the following:
(A) The biosciences manufacturing sector.
(B) The state’s life science industry sector.
(C) The Chancellor’s Office of the California Community Colleges.
(D) The Chancellor’s Office of the California State University.
(E) The Employment Development Department.
(F) Pharmaceutical and biosciences trade associations.
(G) Scientists and science professionals.
(H) The Office of the President of the University of California.
(I) Labor unions that are the recognized or certified bargaining representatives of employees in the biosciences manufacturing and scientific sectors.
(J) The Employment Training Panel.
(2) The sectors and entities described in subdivision (a) and paragraph (1) shall collaboratively develop a strategy to support regionally based workforce intermediaries to provide one-time trainings, retraining, and ongoing training in advanced scientific research and development, especially in the life science sectors in support of the state’s biosciences manufacturing sector.
(c) For purposes of this section, both of the following definitions apply:
(1) “Science value chain” means the process by which economic value is added through the research, development, manufacturing, and scaling of bioscience products for the purposes of bringing those products to the market for sale.
(2) “Workforce intermediaries” means entities dedicated to connecting employer demand and worker interest with multiple funding sources and partner organizations, including, but not limited to, state and local governments, community colleges, and community-based organizations.

SECTION 1.

It is the intent of the Legislature to enact legislation that would promote the development and expansion of the state’s biosciences workforce.
