An act to add Section 30622.5 to the Public Resources Code, relating to coastal resources.

AB 3156, as introduced, Robert Rivas. Coastal resources: coastal development permits: affordable housing.
The California Coastal Act of 1976 requires any person undertaking development in the coastal zone to obtain a coastal development permit issued by the California Coastal Commission for a project, as defined, in accordance with prescribed procedures.
This bill would require the commission, on or before July 1, 2021, to adopt regulations to expedite the process of reviewing and acting upon applications for coastal development permits for projects that either include affordable housing units or in which 100% of the units will be affordable to households making 80% or below the median income.

The people of the State of California do enact as follows:


SECTION 1.

 Section 30622.5 is added to the Public Resources Code, to read:

30622.5.
 On or before July 1, 2021, the commission shall adopt regulations to expedite the process of reviewing and acting upon applications for coastal development permits for projects that either include affordable housing units or in which 100 percent of the units will be affordable to households making 80 percent or below the median income.
