Relative to College Bound Day.

HR 29, as amended, Weber.

WHEREAS, Marian Wright Edelman says that “Education is for improving the lives of others and for leaving your community and world better than you found it” and the late Nelson Mandela declared, “Education is the most powerful weapon which you can use to change the world”; and
WHEREAS, College attainment is associated with higher incomes for individuals, greater revenue for state and local governments, and improved outcomes for communities, including, but not limited to, lower crime rates and improved health, job stability, career satisfaction, and success outside of the workplace; and
WHEREAS, The 21st-century economy requires more individuals to have a college degree, and a college degree is critical to one’s success in today’s workforce; and
WHEREAS, The Current trends project the state will experience a deficit of 1,000,000 shortage of 1,100,000 college-educated workers by 2030; and
WHEREAS, The State Department of Education reports that 59.3 percent of 12th grade pupils in 2018 had not reached college or career prepared status; and
WHEREAS, The State Department of Education reports that African American, American Indian, English Learners, foster youth, Hispanic, homeless, Pacific Islander, and socioeconomically disadvantaged pupils are the lowest performing groups for college or career preparedness; and
WHEREAS, The Concerned Parents Alliance is a nonprofit community-based organization that was founded by Mr. Phillip Willis, Jr. and Dr. Darlene V. Willis in June of 2002; and
WHEREAS, College Bound, an educational component of the Concerned Parents Alliance, is committed to serving pupils and families by offering a unique approach to college counseling, development of study and success skills, parental involvement, community service, black history, cultural awareness, career exploration, and exposure to a variety of colleges and universities; and
WHEREAS, College Bound programs in northern and southern California focus on academic excellence, leadership development, parent and family engagement, self-esteem building, community service, reading, and customized college tours; and
WHEREAS, One hundred percent of College Bound scholars graduate from high school and have the choice of attending college while simultaneously empowering their parents or legal guardians to learn the “Parenopoly Series” strategies of being engaged and empowered adults; and
WHEREAS, Concerned Parents Alliance and College Bound programs have partnered with the University of California, other institutions of higher education, the Oakland Athletics, employers, nonprofit organizations, and 22 San Diego community-based organizations to help empower more pupils and their families to work together to ensure that more pupils are college bound; now, therefore, be it
Resolved by the Assembly of the State of California, That the Assembly recognizes April 22, 2019, as College Bound Day, in order to raise awareness of the importance of making education a priority in every household; and be it further
Resolved, That the Assembly urges all citizens to show their support and fight against the educational crisis in the state by commemorating this day and increasing awareness, taking action, speaking up, and being proactive about the plight of education; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
