Community colleges: Los Angeles County Community Colleges Common Course Numbering Pilot Project.
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. The board of governors appoints the Chancellor of the California Community Colleges to serve as the segment’s chief executive officer. The segment comprises 73 community college districts and a total of 115 community colleges throughout the state. Existing law requires the California Community Colleges and the California State University, and requests the University of California and private postsecondary institutions, to adopt a common course numbering system for the 20 highest-demand majors in the respective segments.
This bill would establish the Los Angeles County Community Colleges Common Course Numbering Pilot Project, and
would require the chancellor to convene a pilot project task force. The bill would require the task force to develop a common course numbering system in the subjects of mathematics and language arts. The bill would require the chancellor to invite designated community college districts, all of which are located in Los Angeles County, to participate in the task force. The bill would require the task force to complete its work no later than December 31, 2021, and would require the chancellor to submit a report on that work to the Legislature no later than March 31, 2022, as specified.

The people of the State of California do enact as follows:
SECTION 1.
(a) The Los Angeles County Community Colleges Common Course Numbering Pilot Project is hereby established.(b) The Chancellor of the California Community Colleges shall convene a pilot project task force on a common course numbering system for community colleges located in Los Angeles County.
(c) The task force established by this section shall develop a common course numbering system in the subjects of mathematics and language arts to enable students to determine which courses cover the same subjects and content among the community colleges within Los Angeles County.
(d) Upon completion
of the task described in subdivision (c), the task force may also develop a common course numbering system in subjects other than mathematics and language arts that members of the task force deem to be appropriate.
(e) The chancellor shall invite all of the following community college districts, all of which are located in Los Angeles County, to participate in the task force:
(1) Antelope Valley Community College District.
(2) Cerritos Community College District.
(3) Citrus Community College District.
(4) Compton Community College District.
(5) El Camino Community College District.
(6) Glendale Community College District.
(7) Long Beach Community College District.
(8) Los Angeles Community College District.
(9) Mt. San Antonio Community College District.
(10) Pasadena Area Community College District.
(11) Rio Hondo Community College District.
(12) Santa Clarita Community College District.
(13) Santa Monica Community College District.
(f) Each community college district that participates in the task force shall
designate one administrator and one representative of its academic senate to serve as members of the task force.
(g) The task force shall complete its work no later than December 31, 2021.
(h) The chancellor’s office shall compile a report, including, but not necessarily limited to, an account of the work of the task force and recommendations, if appropriate. This report shall be submitted to the Legislature, in compliance with Section 9795 of the Government Code, no later than March 31, 2022.
