California Victim Compensation Board: claim.
Existing law requires the California Victim Compensation Board, in cases in which evidence shows that a crime with which a claimant was charged was either not committed at all, or not committed by the claimant, to report the facts of the case and its conclusions to the Legislature with a recommendation that the Legislature make an appropriation for the purpose of indemnifying the claimant.
This bill would appropriate $5,087,040 from the General Fund to the executive officer of the board for payment of the
claims of specified individuals.
This bill would declare that it is to take effect immediately as an urgency statute.

The people of the State of California do enact as follows:
SECTION 1.
The sum of five million eighty-seven thousand forty dollars ($5,087,040) is hereby appropriated from the General Fund to the Executive Officer of the California Victim Compensation Board, as follows:(a) The sum of one hundred thirty-six thousand seven hundred eighty dollars ($136,780) for the payment of the claim of Moonshadow Naomi Taggart, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
(b) The sum of eight hundred seventy-four thousand four hundred forty dollars ($874,440) for the payment of the claim of Lionel Omar Rubalcava, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
(c) The sum of six hundred thirty-five thousand six hundred dollars ($635,600) for the payment of the claim of Ruben Martinez, Jr., accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
(d) The sum of sixty thousand three hundred forty dollars ($60,340) for the payment of the claim of Michelle Marie Poulos, accepted by the board and reported to the Legislature
pursuant to Section 4904 of the Penal Code.
(e) The sum of one million fifteen thousand nine hundred eighty dollars ($1,015,980) for the payment of the claim of Lawrence M. Martin, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
(f) The sum of four hundred ninety thousand two hundred eighty dollars ($490,280) for the payment of the claim of Ricky Leo Davis, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
(g) The sum of one million eight hundred seventy-three thousand six hundred twenty dollars ($1,873,620) for the payment of the claim of Samuel Bonner, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
SEC. 2.
This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are:In order to pay claims against the state and end hardship to claimants as quickly as possible, it is necessary that this act take effect immediately.
