Summary

To require applicants for certificates of environmental compatibility and public need to receive application approval from municipal planning and zoning commissions if a proposed facility is a solar photovoltaic facility with a capacity of two or more megawatts, and to permit municipal planning and zoning commissions to establish regulations concerning such facilities.
