To (1) allow secondhand dealers and precious metals or stones dealers previously licensed as pawnbrokers to pay cash for any property received pursuant to such licenses; and (2) prohibit a pawnbroker from cashing a check, draft or money order issued by the pawnbroker in an amount in excess of five hundred dollars, instead of one thousand dollars.
