AN ACT CONCERNING THE IDENTIFICATION OF SOURCES OF POLLUTION OUTSIDE OF THE STATE THAT CONTRIBUTE TO THE POLLUTION OF THE STATE'S AIR, WATER AND LAND.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2010) Not later than January 15, 2011, and every four years thereafter, the Commissioner of Environmental Protection shall submit a report, in accordance with section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to the environment, that identifies categories of pollution that affect the air, water and land of this state. Such report shall: (1) Be based on the most recent available scientific data, (2) identify those categories of pollution that originate from outside of this state, and (3) indicate the extent to which state and federal environmental laws and regulations, in conjunction with one another, address such categories of pollution. The commissioner shall prepare such report with the assistance of the Connecticut Academy of Science and Engineering and shall provide an opportunity for public comment prior to submitting the report to the joint standing committee. Any costs incurred by the commissioner in developing such report shall be paid for by the Department of Environmental Protection's supplemental environmental projects program.

This act shall take effect as follows and shall amend the following sections:

To target the Department of Environmental Protection's limited resources on the most significant sources of pollution that affect our state's air, water and land.
