As introduced, this bill requires the District to end the practice of suspending or revoking drivers' licenses or automobile registration as a penalty for failure to pay debts from tickets or debt. To qualify, the following hardship criteria must be met: the person receives direct public assistance, or assistance under title XVI of the Social Security Act, or has a weekly income of less than or equal to 40 times 150 percent of the District of Columbia minimum wage. If any of the hardship criteria is satisfied, the District will establish a settlement or payment plan.
