Summary

As introduced it prevents negligent property owners from operating multiple non-compliant properties. It provides subpoena power to the Mayor when the District uncovers a certain number of housing code violations in a single unit and in a single building. At that point, the Mayor is authorized to subpoena ownership records of all properties owned in the District by the non-compliant owner.
