Summary

As introduced it requires a basic business license with an entertainment endorsement to stage and operate a special event in the District of Columbia. It also establishes a safety qualification program for technicians employed in the staging of special events by requiring that at least one member of the staging crew hold a rigger's certification. It also requires that all persons employed must complete a minimum safety training course prior to working the event.
