Summary

Provides that member of Legislature who offers, or participates in creation of, apportionment plan in violation of certain standards for establishing congressional or legislative district boundaries may be subject to penalties; provides for complaints; specifies actions that must be considered aggravating circumstances in determining whether member acted in bad faith or with malice.
