    1                          Senate Resolution                        
    2         A resolution reaffirming the oath of office made by
    3         each member of the Senate to support, protect, and
    4         defend the United States Constitution, including the
    5         12th Amendment, and supporting the preservation of the
    6         Electoral College.

    8         WHEREAS, the 12th Amendment to the United States
    9  Constitution provides the only constitutional procedure for
   10  electing the President and Vice President of the United States,
   11  and
   12         WHEREAS, Article V of the United States Constitution
   13  provides the only constitutional procedure for amending the
   14  United States Constitution, and
   15         WHEREAS, Florida legislators swear an oath to support,
   16  protect, and defend the United States Constitution, and thereby
   17  the integrity of the voting process enacted in the great State
   18  of Florida by our founding fathers, and
   19         WHEREAS, to consider the abolishment of the Electoral
   20  College, in which Florida has 29 electors, would further enable
   21  the destruction of the remaining balance of power between the 50
   22  states and the Federal Government and effectively dissolve the
   23  United States constitutional republic, and
   24         WHEREAS, abolishment of the Electoral College would
   25  conceivably provide the impetus to force this state to pass a
   26  bill implementing the National Popular Vote Interstate Compact
   27  (NPVIC), and
   28         WHEREAS, the NPVIC requires the electors of participating
   29  states to vote for the candidates for President and Vice
   30  President who receive the overall popular vote in the United
   31  States instead of allowing individual states to determine how to
   32  allocate their electoral votes on the basis of statewide voting
   33  results, and
   34         WHEREAS, the enactment of a bill implementing the NPVIC
   35  opens the door to an ever-increasing problem of votes being cast
   36  by illegal voters, thereby creating a vastly inaccurate
   37  representation of bona fide United States citizens, and
   38         WHEREAS, proposing and passing a resolution to support,
   39  protect, and defend the United States Constitution and preserve
   40  the Electoral College will properly and accurately be a true
   41  representation to Florida citizens that gives voters the
   42  confidence of knowing their duly elected legislators will honor
   43  their oath of office, NOW, THEREFORE,

   45  Be It Resolved by the Senate of the State of Florida:
   46  
   47         That the Senate of the State of Florida reaffirms the oath
   48  of office made by each member of the Senate to support, protect,
   49  and defend the United States Constitution, including the 12th
   50  Amendment, and supports the preservation of the Electoral
   51  College.
