    1                           Senate Memorial                         
    2         A memorial to the Congress of the United States,
    3         urging Congress to remove marijuana from the Schedule
    4         I drug list and allow it to be researched and used for
    5         medical purposes.
    6  
    7         WHEREAS, marijuana is currently listed under the Controlled
    8  Substances Act as a Schedule I drug and, under the act, such
    9  drugs are considered to have a high potential for abuse and have
   10  no currently accepted medical use, and
   11         WHEREAS, thirty-three states, the District of Columbia,
   12  Guam, Puerto Rico, and the United States Virgin Islands have
   13  recognized the medical value of marijuana in treating multiple
   14  diseases and medical conditions, and
   15         WHEREAS, due to the Federal Government’s resistance in
   16  allowing marijuana to be used for medical purposes, clinical
   17  studies cannot be conducted, or are severely stunted in
   18  attempting to discover the full potential of this plant and its
   19  healing abilities, and
   20         WHEREAS, the few studies that have been done were conducted
   21  despite the researcher’s fears of being shut down or even
   22  prosecuted, and
   23         WHEREAS, the studies and results on patients have proven
   24  that marijuana has healing properties for many debilitating and
   25  painful diseases, including cancer, and other ailments that
   26  currently plague our citizens, and
   27         WHEREAS, if federal laws were supportive of this plant as a
   28  medicine, further studies could be conducted to learn about all
   29  the possibilities that this plant holds, and
   30         WHEREAS, with the support of the Federal Government, highly
   31  organized and supervised production facilities, as well as a
   32  means of distribution, could be established, NOW, THEREFORE,
   33  
   34  Be It Resolved by the Legislature of the State of Florida:
   35  
   36         That the Florida Legislature, with all due respect, does
   37  hereby urge the Congress of the United States to remove
   38  marijuana from the Schedule I drug list and allow marijuana to
   39  be researched and used for medical purposes.
   40         BE IT FURTHER RESOLVED that the Secretary of State dispatch
   41  copies of this memorial to the President of the United States,
   42  to the President of the United States Senate, to the Speaker of
   43  the United States House of Representatives, and to each member
   44  of the Florida delegation to the United States Congress.
