    1                        A bill to be entitled                      
    2         An act relating to trust funds; creating s. 20.242,
    3         F.S.; creating the Administrative Trust Fund within
    4         the Department of Highway Safety and Motor Vehicles;
    5         providing for the purpose of the trust fund and
    6         sources of funds; providing for future review and
    7         termination or re-creation of the trust fund;
    8         providing an effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Section 20.242, Florida Statutes, is created to
   13  read:
   14         20.242 Administrative Trust Fund; Department of Highway
   15  Safety and Motor Vehicles.—
   16         (1) The Administrative Trust Fund is created within the
   17  Department of Highway Safety and Motor Vehicles, FLAIR number
   18  76-2-021.
   19         (2) The trust fund is established for use as a depository
   20  for funds to be used for management activities that are
   21  departmental in nature. The trust fund is funded by indirect
   22  cost earnings and assessments against other trust funds.
   23         (3) In accordance with s. 19(f)(2), Art. III of the State
   24  Constitution, the Administrative Trust Fund shall, unless
   25  terminated sooner, be terminated on July 1, 2024. Before its
   26  scheduled termination, the trust fund shall be reviewed as
   27  provided in s. 215.3206(1) and (2).
   28         Section 2. This act shall take effect July 1, 2020.
