Appropriates funds for the fiscal biennium 2019-2021 budget of Department of Hawaiian Home Lands programs. Transfers CIP funds from the Department of Hawaiian Home Lands 2017-2019 fiscal biennium budget to the Department of Transportation. Effective 7/1/2030. (SD1)
