Summary

Repeals a public-school employer's authority to refuse or revoke a teaching license based on a criminal background check. Amends membership, qualification, and appointment requirements for the Hawaii Teacher Standards Board. Clarifies the powers and duties of the Department of Education, State Public Charter School Commission, and charter schools with respect to teacher licensing and the HTSB. Makes housekeeping and conforming amendments. (SB2331 HD1)
