Summary

Establishes the Executive Office on Early Learning (EOEL) as the administrative authority for state-funded prekindergarten programs, and private partnership-funded prekindergarten programs in the public schools, except for special education and Title I-funded prekindergarten programs. Transfers prekindergarten programs in DOE and charter schools, except for special education and Title I-funded prekindergarten programs, to EOEL. Clarifies the role and responsibilities of EOEL in the public prekindergarten program. Requires DOE to adhere to certain quality standards and work with EOEL. Makes appropriations. (SB78 HD2)
