A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE twenty-fifth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $36,432,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of capital improvement projects for the twenty-fifth representative district, as follows:

1.   To be expended by the department of education:

     A.   Kawananakoa middle school

     Renovate the Princess Abigail Kawananakoa Auditorium (plan and design funds have been appropriated).

              Construction           $ 6,000,000

                   Total funding                     $ 6,000,000

     B.   Lincoln elementary school

     Air conditioning for the two buildings in the master plan.

              Plans                  $    25,000

              Design                 $    25,000

              Construction           $    50,000

              Equipment              $   100,000

                   Total funding                     $   200,000

     C.   Nuuanu elementary school

     Repair and reroofing of hallway roof.

              Plans                  $     2,000

              Design                 $     3,000

              Construction           $    25,000

                   Total funding                     $    30,000

     D.   Pauoa elementary school

     Install irrigation sprinkler system across bridge.

                   Total funding                     $     2,000

     E.   Roosevelt high school

     Expansion of gym to a multi-level facility to increase audience space, increase locker room facilities, and construct restrooms meeting Americans with Disabilities Act requirements.

              Plans                  $   100,000

              Design                 $ 1,200,000

              Construction           $14,700,000

                   Total funding                     $16,000,000

     F.   Roosevelt high school

     Bandroom renovation and expansion.

              Plans                  $   100,000

              Design                 $   400,000

              Construction           $ 4,800,000

                   Total funding                     $ 5,300,000

     G.   Roosevelt high school

     Construct a multi-level parking structure.

              Plans                  $   100,000

              Design                 $   400,000

              Construction           $ 4,800,000

                   Total funding                     $ 5,300,000

     H.   Stevenson middle school

     Electrical Upgrade

              Design                 $   300,000

              Construction           $ 1,700,000

                   Total funding                     $ 2,000,000

2.   To be expended by the Papakolea Community Development Corporation:

     Conduct planning and design functions to support community defined community based economic development projects on the east-facing slope of Puowaina.

              Plans                  $   600,000

              Design                 $ 1,000,000

                   Total funding                     $ 1,600,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 3.  The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2013.
