A BILL FOR AN ACT

 

 

RELATING TO FERAL CATS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that feral cats have established populations on all islands statewide.  Often these cats have been abandoned by irresponsible owners and the progeny of these cats, which are often unsociable to human contact, pose problems that include nuisance and a public health risk to humans, unchecked reproduction, and the predation of birds.

     Trapping, sterilizing, and returning feral cats back to their colonies is the most effective and most humane approach to controlling feral cat overpopulation as this approach addresses many community concerns regarding environmental and health impacts and stabilizes outdoor cat colonies.

     The purpose of this Act is to reduce the feral cat population in the State by appropriating funds to trap, neuter or spay, and release feral cats to the location where they were originally trapped.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 and the sum of $         or so much thereof as may be necessary for fiscal year 2018-2019 to trap, neuter or spay, and release feral cats to the location where they were originally trapped; provided that the department of health may contract with eligible non-profit or charitable organizations, private entities, or public entities to carry out the purposes of this Act.

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 3.  This Act shall take effect on July 1, 2017.
