A BILL FOR AN ACT

 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that improving our schools begins by setting a goal and having a vision.  The department of education strategic plan sets goals to increase student engagement, student empowerment, and support for its employees.  Often a vision can stem from observations of best practices adopted in other states.  Examples of best practices include operations that emphasize peer-to-peer learning and teacher-personnel engagement.

     The legislature further finds that Massachusetts is making notable advances in education, as evidenced by its internationally competitive assessment results, educational practices, and student learning outcomes.  Massachusetts established a collaborative planning and expanded learning time initiative geared toward better supporting the growth of its teachers and students.  The Massachusetts public school system is similar to the public school system in Hawaii.

     The purpose of this Act is to establish a working group to consider and develop best practices for collaborative planning and expanded learning time in Hawaii's public schools.

     SECTION 2.  (a)  There is established a working group within the department of education for administrative purposes to consider and develop best practices for collaborative planning and expanded learning time in public schools.

     (b)  The working group shall consider the following:

     (1)  Individual teacher preparation time to allow teachers to adequately prepare for instruction the following day;

     (2)  Collaborative teacher preparation time to allow opportunities for like-grade teachers to facilitate conversation regarding effective pedagogy in the classrooms to create high-quality lesson plans;

     (3)  Time, at the start of each school day or prior to the conclusion of each school day, for teachers to work with students who are struggling with any lesson taught earlier that day or the preceding day; and

     (4)  Any other issue the working group may deem necessary.

     (c)  The working group shall comprise the following members:

     (1)  Chair of the house of representatives committee on lower and higher education, or the chair's designee, who shall serve as co-chair;

     (2)  Chair of the senate committee on education, or the chair's designee, who shall serve as co-chair;

     (3)  The superintendent of education, or the superintendent's designee;

     (4)  A department of education principal;

     (5)  A department of education teacher;

     (6)  A representative from the Hawaii State Teachers Association, who shall be invited to be a member of the working group by the speaker of the state house of representatives;

     (7)  A representative from the Hawaii Government Employees Association, who shall be invited to be a member of the working group by the president of the state senate; and

     (8)  Other members as the group may deem necessary.

     (d)  The department of education shall be responsible for the administrative responsibilities of the working group, including but not limited to the posting of public notices, agendas, minutes, organizing meetings, and reporting on the outcome and recommendations of the working group.

     SECTION 3.  This Act shall take effect on July 1, 2050.
