A BILL FOR AN ACT

 

 

ReLATING TO THE DEPARTMENT OF Hawaiian home lands.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that each year legislation is introduced to support the respective missions of the State's various departments.  In particular, the legislature also finds that the department of Hawaiian home lands' mission is "to manage the Hawaiian Home Lands trust effectively and to develop and deliver lands to native Hawaiians."  The legislature believes that a financial and performance audit of the department of Hawaiian home lands that identifies the current competence, issues, and areas of need within the department will allow the legislature to better support the department's mission.

     Accordingly, the purpose of this Act is to require the state auditor to conduct a financial and performance audit of the department of Hawaiian home lands.

     SECTION 2.  The auditor shall conduct a financial and performance audit of the department of Hawaiian home lands.  The audit shall include, but not be limited to, a review of the department's:

     (1)  Funding sources, including any county, state, federal, private, or other outside funding sources or partnerships, or both;

     (2)  Use of funds obtained through the Native American Housing Assistance and Self Determination Act of 1996;

     (3)  Offices, including any neighbor island offices;

     (4)  Staff travel;

     (5)  Personnel, staff positions, and salaries; and

     (6)  Technological needs.

     SECTION 3.  The auditor shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2020.

     SECTION 4.  This Act shall take effect upon its approval.
