A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  There is appropriated out of the natural area reserve fund under section 195-9, Hawaii Revised Statutes, the sum of $1,000,000 or so much thereof as may be necessary for fiscal year 2018-2019 to be deposited into the firefighter's contingency fund under section 185-4, Hawaii Revised Statutes.

     SECTION 2.  There is appropriated out of the firefighter's contingency fund under section 185-4, Hawaii Revised Statutes, the sum of $1,000,000 or so much thereof as may be necessary for fiscal year 2018-2019 for the sole purpose of upgrading firefighting equipment to be used jointly by the State and counties.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  Chapter 171, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§171-     Marine debris special fund.  (a)  There is established within the state treasury the marine debris special fund, to be administered by the department, into which shall be deposited the following moneys:

     (1)  Appropriations by the legislature to the special fund;

     (2)  Gifts, donations, and grants from public agencies and private agencies; and

     (3)  Interest earnings on all amounts in the special fund.

     (b)  Moneys from the special fund may be expended by the department for the purpose of removal of marine debris, including plastic marine debris, nets, derelict vehicles, contrivances, and grounded vessels, from shorelines and nearshore waters.  The marine debris special fund shall not be used to remove abandoned structures from the shoreline."

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2018.
