A BILL FOR AN ACT

 

 

RELATING TO PUBLIC SERVICE OFFICE HOURS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  (a)  There is established the public service office hours task force to study and develop a plan to reduce the number of public employees who commute during hours of peak traffic congestion in the State.  For purposes of this Act, "public employee" means any person holding a position in the service of a state or county government entity, irrespective of status or type of appointment.

     (b)  The task force shall comprise the following members or their designees:

     (1)  The governor;

     (2)  The chief justice of the supreme court;

     (3)  The comptroller, who shall serve as chairperson of the public service office hours task force;

     (4)  The chief executive officer of the Hawaii health systems corporation;

     (5)  The superintendent of education;

     (6)  The president of the University of Hawaii system; and

     (7)  The mayor of each county.

     (c)  The task force shall be administratively attached to the department of accounting and general services.

     (d)  The task force shall study and develop a plan to reduce the number of public service employees who commute during hours of peak traffic congestion in the State.  The task force shall submit to the legislature a report of its findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the regular session of 2021.

     (e)  The task force shall have no less than two meetings prior to the convening of the regular session of 2021.

     (f)  The members of the task force shall serve without compensation but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.

     (g)  The task force shall be dissolved upon submission of its report to the legislature.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2020-2021 for the purposes of the public service office hours task force pursuant to section 1 of this Act.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
