A BILL FOR AN ACT

 

 

relating to the pali lanes bowling alley property in kailua.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that the Pali Lanes bowling alley in Kailua is an integral part of the community and has catered to multiple generations of residents and visitors for approximately six decades.  The facility remains a treasured community institution and gathering place, providing a truly local venue for safe and entertaining recreation that includes activities for special needs children.

The Pali Lanes property is owned by ABP Windward, LLC, a branch of Alexander & Baldwin, which also owns many other properties in Kailua that have undergone significant change in recent years.  The owner has indicated that it will soon take possession of the Pali Lanes property to redevelop it, which would be the end of the historic bowling alley.

The legislature further finds that more than two thousand six hundred people have signed a petition to save Pali Lanes and that many others, including national professional bowlers, have voiced support for keeping Pali Lanes and other historic bowling alleys in operation.

Accordingly, the purpose of this Act is to require the department of land and natural resources to institute condemnation proceedings to provide fair market value and acquire the Pali Lanes property and preserve it as a bowling venue to be operated by the division of state parks.

     SECTION 2.  The department of land and natural resources shall institute proceedings to condemn title to the property known as Pali Lanes, 120 Hekili street, Kailua, Oahu, TMK 420380200000, with a total land area of 72,653 square feet, pursuant to chapter 101, Hawaii Revised Statutes, and shall preserve the property as a bowling venue that shall be operated by the division of state parks.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for an appraisal and other preparations for instituting the condemnation proceedings under section 2, and to provide fair market value for acquisition of the property.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2019.
