A BILL FOR AN ACT

 

 

relating to the department of the attorney general.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the existence of organized crime is a contributing factor to the recent wave of property and violent crimes on Oahu.  Law enforcement agencies need better tools to identify, investigate, arrest, and prosecute members of organized crime groups.  The legislature also finds that the department of the attorney general has an organized crime unit that exists in name, but no actual staff with which to operate the unit.  The purpose of the unit is to develop tactical and strategic intelligence, assist in controlling the spread of organized crime activity, and provide technical assistance to county law enforcement agencies in the detection and prosecution of organized crime activities.

     The purpose of this Act is to provide funding for needed positions to operate the department of the attorney general's organized crime unit.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $            or so much thereof as may be necessary for fiscal year 2020-2021 for two full-time equivalent (2.0 FTE) deputy attorney general positions, four full-time equivalent (4.0 FTE) investigator positions, and two full-time equivalent (2.0 FTE) service coordinator positions for the organized crime unit of the department of the attorney general.

     The sum appropriated shall be expended by the department of the attorney general for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2020.
