A BILL FOR AN ACT

 

 

RELATING TO ENERGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The Hawaii technology development corporation, with the approval of the governor, is authorized to issue revenue bonds in the sum of $           or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the development and construction of two electrolysis hydrogen production, storage, and dispensing facilities, one on Oahu and one on a neighbor island, to be managed by the Hawaii center for advanced transportation technologies; provided that each electrolysis hydrogen production, storage, and dispensing facility shall meet or exceed:

     (1)  All current Society of Automotive Engineers international hydrogen fueling standards and protocols, including J2601, J2719, and J2799; and

     (2)  The vehicle manufacturer's fueling standards and protocols for vehicles that are intended to use the electrolysis hydrogen facility.

     SECTION 2.  The revenue bonds authorized pursuant to section 1 of this Act shall be issued in the name of the Hawaii technology development corporation and in accordance with part III of chapter 39, Hawaii Revised Statutes.

     SECTION 3.  The sum appropriated shall be expended by the Hawaii technology development corporation for the purposes of this Act.

     SECTION 4.  The authorization to issue revenue bonds under this Act shall lapse on June 30, 2025.

     SECTION 5.  This Act shall take effect on July 1, 2112.

HTDC; Hydrogen Fuel Station; Revenue Bonds; Appropriation

 

Description:

Authorizes the issuance of revenue bonds pursuant to part III of chapter 39, HRS, and appropriates funds to the Hawaii Technology Development Corporation for the purpose of constructing one Oahu and one neighbor island electrolysis hydrogen production, storage, and dispensing facility to be managed by the Hawaii Center for Advanced Transportation Technologies.  Takes effect on 7/1/2112.  (SD1)
