A BILL FOR AN ACT

 

 

RELATING TO HEALTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  This Act shall be known as the "Hawaii Comprehensive Healthcare Act."

     SECTION 2.  (a)  There is established in          for administrative purposes only the Hawaii comprehensive healthcare task force.  The task force shall review the following four healthcare issues:

     (1)  The adequacy of capitation rates for health insurance plans;

     (2)  The unfunded liability of the Hawaii employer-union health benefits trust fund;

     (3)  Health insurance policies and coverages for treatment of mental health conditions; and

     (4)  Medical tourism.

     (b)  The membership of the Hawaii comprehensive healthcare task force shall be as follows:

     (1)  The insurance commissioner or the commissioner's designee;

     (2)  The director of finance or the director's designee;

     (3)  The director of health or the director's designee;

     (4)  The director of business, economic development, and tourism, or the director's designee;

     (5)  The president and chief executive officer of the Hawaii tourism authority or the president's designee; and

     (6)  The administrator of the med-QUEST division of the department of human services or the administrator's designee.

     Task force members may recommend to the task force additional members with appropriate specialized expertise, subject to approval by the chairperson.  The          or the          shall serve as chairperson.

     (c)  Members of the task force shall serve without compensation, but shall be reimbursed for reasonable expenses necessary for the performance of their duties, including travel expenses.

     (d)  The Hawaii comprehensive healthcare task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2020.

     (e)  The          shall provide administrative and clerical support required by the task force.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 for the purposes of establishing and convening the Hawaii comprehensive healthcare task force and providing reimbursements.

     The sums appropriated shall be expended by the          for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2050.
