HOUSE OF REPRESENTATIVES

H.B. NO.

916

THIRTIETH LEGISLATURE, 2019

STATE OF HAWAII

A BILL FOR AN ACT

relating to hawaiian language.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that article X, section 4, of the Hawaii State Constitution provides that "[t]he State shall promote the study of Hawaiian culture, history and language".  The legislature further finds that article XV, section 4, of the Hawaii State Constitution establishes Hawaiian as one of two official languages of the State of Hawaii.  The legislature also recognizes that the newly constructed Nanakuli public library is the first public library in the State to include signs that are posted in both Hawaiian and English.  The legislature believes that the inclusion of similar dual-language signage in schools run by the department of education will help to promote the Hawaiian language.

Accordingly, the purpose of this Act is to require that any sign that is permanently affixed to the interior or exterior of a public school include both English and Hawaiian text.

SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§302A-    Permanent signage; Hawaiian language.  Except as otherwise provided by law, the text of any sign that is permanently affixed to the interior or exterior of a public school shall be displayed in both the English and Hawaiian languages."

SECTION 3.  New statutory material is underscored.

SECTION 4.  This Act shall take effect upon its approval.
