HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the united states navy to work with the state of hawaii to establish a designated offshore site in the ocean surrounding the state for the development of offshore wind power stations.

 

 

 


     WHEREAS, the enactment of Act 97, Session Laws of Hawaii 2015, made Hawaii the first state in the nation to establish a renewable portfolio standard of one hundred percent renewable energy by 2045; and

 

     WHEREAS, in the intervening years, significant progress has been made toward meeting the State's renewable portfolio standards, with nearly twenty-seven percent of Hawaii's electricity production generated by renewable sources in 2018; and

 

WHEREAS, wind energy is Hawaii's second most utilized renewable energy resource, comprising nearly twenty-four percent of the State's renewable energy portfolio; and

 

WHEREAS, Hawaii has one of the most robust and consistent wind regimes in the world, with capacity factors exceeding those commonly found in other areas; and

 

WHEREAS, increasing capacity to generate wind power in the State through the establishment of additional wind power stations aligns with the State's renewable energy goals; and

 

WHEREAS, the island of Oahu is just forty-four miles long and thirty miles wide, providing limited area for the establishment of additional wind power stations on the island; and

WHEREAS, at least two hundred individuals have been arrested in the State for protesting the installment of wind turbines and associated issues such as noise pollution and environmental hazards; and

 

     WHEREAS, the State has received complaints against wind turbine installation near residential areas and schools; and

 

     WHEREAS, it is impractical to seek to develop additional wind power stations on Oahu due to limited available land and competing needs, including agricultural development; and

 

     WHEREAS, offshore wind energy production has been successful in countries such as the United Kingdom, Germany, and the Netherlands, generating up to six hundred fifty-nine megawatts of power per wind power station; and

 

     WHEREAS, the development of offshore wind power stations proximate to Hawaii is an efficient and effective strategy to increase the amount of renewable energy produced in the State; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Senate concurring, that the United States Navy is requested to work with the State to establish a designated offshore site in the ocean surrounding the State for the development of offshore wind power stations; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Commander, Navy Region Hawaii; Commanding Officer, Marine Corps Base Hawaii; Commanding Officer, Marine Corps Air Station Kaneohe Bay; Joint Base Commander, Joint Base Pearl Harbor-Hickam; Governor; Chairperson of the Board of Agriculture; Director of Business, Economic Development, and Tourism; and Chief Energy Officer, Hawaii State Energy Office.
