HOUSE CONCURRENT

RESOLUTION

 

 

requesting the department of transportation to conduct a study on the need FOR and feasibility of a ferry service between Aloha Tower MArketplace and Sand Island state recreation area.

 

 


     WHEREAS, there are a number of businesses on Sand Island that employ workers who commute daily from other areas of Oahu, including the East and Windward areas of Oahu; and

 

     WHEREAS, Sand Island Access Road is the only roadway that provides access to Sand Island, which leads to traffic congestion and delays and is burdensome to the many employees who commute daily to Sand Island; and

 

     WHEREAS, a ferry service that provides transportation between Aloha Tower Marketplace and Sand Island State Recreation Area would alleviate the traffic strain on Sand Island Access Road, improve the commute for employees who work on Sand Island by providing an alternate transportation option, and encourage more tourism activity in Sand Island State Recreation Area; and

 

     WHEREAS, increased tourism activity in Sand Island State Recreation Area may result in an increased need for upgraded facilities, including concessions; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the Senate concurring, that the Department of Transportation, in consultation with the Department of Land and Natural Resources, City and County of Honolulu, Hawaii Pacific University, and interested stakeholders, is requested to conduct a study on the need for and feasibility of a ferry service between Aloha Tower Marketplace and Sand Island State Recreation Area; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to consider the potential costs, financing options, and parameters of the ferry service; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to consider the impact the ferry service would have on tourism in Sand Island State Recreation Area, including whether upgraded facilities and concessions would be desirable; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Chairperson of the Board of Land and Natural Resources, Mayor of the City and County of Honolulu, Chairperson of the Honolulu City Council, and President of Hawaii Pacific University.
