HOUSE CONCURRENT

RESOLUTION

 

 

Urging the department of transportation to consider extending the zipperlane to kapolei and opening a shoulder lane from kapolei to waipahu as traffic mitigation measures for west oahu commuters.

 

 

 


     WHEREAS, traffic congestion is a critical problem faced by cities around the country and throughout the world; and

 

     WHEREAS, numerous challenges created by traffic congestion, including daily delays resulting in the inability to plan events, increased stress and road rage incidents, increased risk of traffic accidents and crashes, and excessive consumption of fossil fuels, impact Hawaii's environment and negatively impact the quality of life for many individuals; and

 

     WHEREAS, traffic congestion in Honolulu has been consistently ranked as one of the worst in the nation; and

 

     WHEREAS, according to TomTom's traffic index, the average commute time in Honolulu is around 30 minutes, with a commuter experiencing roughly 76 hours of delays per year; and

 

     WHEREAS, increased traffic in Hawaii has contributed to a surprising rate of approximately 10,000 serious traffic accidents a year resulting in between 120 and 150 fatalities and between 8,000 and 12,000 serious injuries; and

 

     WHEREAS, the problems with traffic congestion on Oahu are particularly pronounced in the weekday commute between Honolulu's urban core and the Ewa area of Oahu; and

 

     WHEREAS, the population of residents in the Ewa area and west side of Oahu continues to increase due, in part, to the pursuit of affordable housing; and

     WHEREAS, traffic congestion is expected to worsen as a result of the population increase, thereby adding even more stress to commuters and increased demand to an already strained infrastructure system in the region; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Department of Transportation is urged to consider, as traffic mitigation measures for West Oahu commuters:

 

     (1)  Extending the Zipperlane on the H-1 Freeway eastbound to Kapolei in the vicinity of Kualakai Parkway and the Makakilo on-ramp at Exit 1B during the morning commute hours between 5:00 a.m. and 10:00 a.m.; and

 

     (2)  Opening a shoulder lane on the H-1 Freeway from Kapolei to Waipahu; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to Director of Transportation.
