HOUSE CONCURRENT

RESOLUTION

Requesting the Department of Environmental Services of the city and county of honolulu to convene a working group to ADDRESS the illegal dumping of bulky items AND PROPOSE ALTERNATIVE SOLUTIONS TO THE EXISTING BULKY ITEM PILOT PROGRAM.

WHEREAS, the island of Oahu generates more than 2,200,000 tons of waste annually from residential, commercial, and industrial sources; and

WHEREAS, it is estimated that over twenty-one thousand tons of bulky items are being collected annually by the City and County of Honolulu (CCH); and

WHEREAS, ninety-one percent of the residents in the CCH consider the illegal dumping of bulky items a very serious problem; and

WHEREAS, the CCH's Department of Environmental Services established the Honolulu Bulky Item Collection Pilot Program (Pilot Program), which requires residents in specified metro-areas of the CCH to make appointments for the collection of their bulky items, in lieu of the regular monthly collections; and

WHEREAS, the CCH is considering whether to expand the Pilot Program county-wide; however, there are still concerns regarding illegal dumping; and

WHEREAS, the CCH Pilot Program does not include a strategy to address the illegal dumping areas of bulky items that are approaching full capacity or a means of apprehending perpetrators who are abusing the bulky item collection system; and

WHEREAS, providing photographs and videos of illegal dumping of bulky items to the police would assist in the apprehension of violators; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Senate concurring, that the CCH Department of Environmental Services is requested to convene a working group to address illegal dumping of bulky items and propose alternative solutions to the existing Pilot Program; and

BE IT FURTHER RESOLVED that the working group be jointly chaired by the CCH Director of Environmental Services, President of 808 Clean Ups, Manager of Ku Ipu �Aina, and Policing Team of Project CLEAN; and

BE IT FURTHER RESOLVED that the working group's membership include community members and neighborhood board representatives from the following:

(1) Hawaii Kai Neighborhood Board No. 1;

(2) Kuliouou-Kalani Iki Neighborhood Board No. 2;

(3) Waialae-Kahala Neighborhood Board No. 3;

(4) Kaimuki Neighborhood Board No. 4;

(5) Diamond Head-Kapahulu Neighborhood Board No. 5;

(6) Palolo Neighborhood Board No. 6;

(7) Manoa Neighborhood Board No. 7; and

(8) McCully-Moiliili Neighborhood Board No. 8; and

BE IT FURTHER RESOLVED that the working group submit a report of its findings and recommendations, including proposed legislation, regarding illegal dumping of bulky items to the Legislature and Chairperson of the Honolulu City Council no later than twenty days prior to the convening of the Regular Session of 2021; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Honolulu City Council, Director of Environmental Services of the City and County of Honolulu, President of 808 Clean Ups, Manager of Ka Ipu �Aina, Policing Team of Project CLEAN, and the Chairperson of:
