HOUSE CONCURRENT

RESOLUTION

 

 

requesting the department of health and department of human services to conduct a study on whether the DENTAL AND MEDICAL services OFFERED BY the state are adequate to provide a basic standard of care for residents with disabilities.

 

 

 


     WHEREAS, some of Hawaii's residents with disabilities depend on the State for social services, including transportation, dental care, and medical care; and

 

     WHEREAS, the State may offer these services directly or through various forms of insurance; and

 

     WHEREAS, the level and nature of the services the State provides depend on many factors, including the type and severity of the individual's disability; and

 

     WHEREAS, many individuals with disabilities receive monetary stipends such as Supplemental Security Income (SSI), which is provided to individuals who were never able to work, or Social Security Disability Insurance (SSDI), which is provided to individuals who have worked but are unable to continue due to disability; and 

 

     WHEREAS, some individuals with disabilities have sought treatment in the State's emergency rooms because they lacked access to or funding for routine dental or medical care; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the Senate concurring, that the Department of Health and Department of Human Services are requested to conduct a study to determine whether the dental and medical services offered by the State, either directly or through various forms of insurance, are adequate to provide a basic standard of care for residents with disabilities; and

 

     BE IT FURTHER RESOLVED that the Department of Health and Department of Human Services are requested to submit a joint report of their findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and

 

     BE IT FURTHER RESOLVED that the Legislature requests Hawaii's congressional delegation to review whether the monetary stipends granted for Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) should be increased; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, Director of Human Services, and Hawaii's congressional delegation.
