HOUSE CONCURRENT
RESOLUTION
REQUESTING THE AUDITOR TO CONDUCT A FOLLOW-UP STUDY TO ITS 2015 STUDY OF DEPARTMENTAL ENGINEERING SECTIONS THAT MANAGE CAPITAL IMPROVEMENT PROJECTS.
WHEREAS, Act 177, Session Laws of Hawaii 2015, required the Auditor to conduct a study that reviewed the process, efficiencies, and accountability of various departmental engineering sections that manage general fund capital improvement projects; and
WHEREAS, Act 241, Session Laws of Hawaii 2016, enacted section 103-12, Hawaii Revised Statutes, which requires the Comptroller to conduct annual training for the engineering personnel of all executive departments and agencies that manage their own capital improvement projects to ensure compliance with state adopted standards and procedures of best practices in the management and construction of capital improvement projects; and
WHEREAS, section 103-12, Hawaii Revised Statutes, also requires each executive department and agency to provide orientation training for certain employees; and
WHEREAS, the Legislature enacted Act 177, Session Laws of Hawaii 2015, and Act 241, Session Laws of Hawaii 2016, to address concerns regarding the efficiency and effectiveness of ongoing capital improvement projects that have historically been burdened with unexpected costs, chronic delays, or unspecified deadlines; and
WHEREAS, despite the Legislature's efforts, there continues to be a number of issues and concerns regarding the design, implementation, and execution of state capital improvement projects; and
WHEREAS, the Auditor has recommended that state departments use timelines that include a comprehensive list of all of the applicable project's required activities; follow the State Procurement Office's guidelines for tracking payments and deliverables by using a contract administration worksheet that includes milestones of deliverables; and identify and involve stakeholders throughout a project's execution and closing, including providing information about project costs, schedules and performance; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the Senate concurring, that the Auditor is requested to conduct a follow-up study to its 2015 Study of Departmental Engineering Sections That Manage Capital Improvement Projects (Report No. 15-13);
BE IT FURTHER RESOLVED that the Auditor is requested to include an examination of the various departmental engineering offices to ascertain whether the Auditor's recommendations have been implemented in the study; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Auditor.
