HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE AUDITOR TO CONDUCT MANAGEMENT AND FINANCIAL AUDITS OF Medicaid home and community based services waiver recipients.

 

 

 


     WHEREAS, Medicaid provides critical health care coverage for millions of low-income individuals and people with disabilities; and

 

     WHEREAS, Medicaid is a partnership program, jointly administered by the state and federal governments; and

 

     WHEREAS, the program funds long-term care in medical institutions for the elderly, medically fragile, and developmentally disabled; and

 

     WHEREAS, Medicaid does not fund home- or community-based long-term care, unless the services qualify for a waiver from the Department of Human Services; and

 

     WHEREAS, the Medicaid Home and Community Based Services waiver, established by Section 1915(c) of the Social Security Act, covers long-term care in a range of settings, including adult residential care homes, community care foster family homes, developmental disabilities domiciliary homes, and developmental disabilities apartment complexes; and

 

     WHEREAS, ensuring the proper use and maximization of Medicaid funds is critical to the State's fiscal responsibility and to the home- and community-based care programs' continued success; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the Senate concurring, that the Auditor is requested to perform management and financial audits of Medicaid Home and Community Based Services waiver recipients; and

 

     BE IT FURTHER RESOLVED that the Auditor is urged to:

 

(1)  Review any concerns identified by service providers, patients, and families under the current program;

 

(2)  Determine the sources of any increase or decrease in Medicaid costs per patient, per program for each fiscal year; and

 

(3)  Determine best practices for the proper use and maximization of Medicaid funds for long-term home- and community-based care; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to report all findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, Director of Health, Director of Human Services, and the Administrator of the Med-Quest Division of the Department of Human Services.
