HOUSE CONCURRENT

RESOLUTION

 

 

SUPPORTING THE INTENT OF THE INTERNATIONAL MOONBASE ALLIANCE TO ADVANCE SPACE EXPLORATION AND SPACE SETTLEMENT IN THE STATE BY BUILDING AN INTERNATIONAL LUNAR RESEARCH AND DEVELOPMENT PARK ON THE ISLAND OF HAWAII.

 

 

 


WHEREAS, Hawaii has a strategic location near the equator and in the middle of the Pacific Ocean, resident expertise in aerospace-related technologies, and terrain that is similar to the Moon and Mars; and

 

WHEREAS, Hawaii has played a seminal role in the national space program by providing astronaut training for the Apollo lunar missions and cutting-edge applications of aerospace-related technologies in planetary geosciences, satellite communications, space-based remote sensing, environmental monitoring, and deep-space surveillance; and

 

WHEREAS, the International MoonBase Alliance is a group of representatives from various organizations who are knowledgeable about the aerospace industry; and

 

WHEREAS, the International MoonBase Alliance supports the global effort led by renowned scientists and engineers to create the International Lunar Research and Development Park; and

 

WHEREAS, the International Lunar Research and Development Park invites all space agencies, space companies, and space institutions to join the International MoonBase Alliance and come to Hawaii to do the research and development necessary to robotically build a sustainable permanent human settlement on the Moon and eventually on Mars; and

WHEREAS, the International MoonBase Alliance and the National Aeronautics and Space Administration's Ames Research Center have had ongoing conversations about establishing a two-campus Lunar University (one in Silicon Valley and the other on the Island of Hawaii); and

 

WHEREAS, the International MoonBase Alliance plans to provide land to build research facilities and MoonBase prototypes on the Island of Hawaii; and

 

WHEREAS, the United States is an ideal country to develop a MoonBase due to its political stability and relations with other international space agencies; and

 

WHEREAS, Hawaii is the most ideal state to develop a MoonBase due to its volcanic rock being more than ninety-five percent chemically identical to the rock of the Moon and Mars; and

 

WHEREAS, new high-paying job opportunities are rapidly emerging in this industry related to robotics, renewable energy, additive manufacturing, and more, that may benefit the State's economy and encourage its talented young workforce to stay in, or return to, Hawaii; and

 

WHEREAS, this partnership could provide economic and educational benefits for the State while providing the necessary environment and community for international space technology advancements; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the Senate concurring, that this body supports the intent of the International MoonBase Alliance to advance space exploration and space settlement in the State by building an International Lunar Research and Development Park on the Island of Hawaii; and

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Administrator of the National Aeronautics and Space Administration; Administrator of the Federal Aviation Administration; Commander of United States Indo-Pacific Command; Commanding General of the United States Army Pacific; and Director of Business, Economic Development, and Tourism.
