HOUSE CONCURRENT

RESOLUTION

 

 

urging the board of trustees of the Hawaii Employer-Union Health Benefits Trust Fund to pay the TRICARE Reserve Select premium for eligible state and county employees who are members of the National Guard and RESErves who decline health insurance coverage through the Hawaii Employer-Union Health Benefits Trust Fund and instead opt for health insurance coverage through TRICARE Reserve Select.

 

 

 


     WHEREAS, health insurance coverage through the Hawaii Employer-Union Health Benefits Trust Fund is offered to state and county employees; and

 

     WHEREAS, numerous state and county employees are members of the National Guard and Reserves and are also eligible for health insurance coverage through TRICARE Reserve Select; and

 

     WHEREAS, the monthly premium rates for health insurance coverage through TRICARE Reserve Select are considerably less than the monthly premium rates for health insurance coverage through Hawaii Employer-Union Health Benefits Trust Fund health plans; and

 

     WHEREAS, state and county employees who are members of the National Guard or Reserves and who are eligible for health insurance coverage through the Hawaii Employer-Union Health Benefits Trust Fund, but instead opt for coverage through TRICARE Reserve Select, create savings for the Hawaii Employer-Union Health Benefits Trust Fund because it does not pay the employer's share of their premiums; and

 

     WHEREAS, if the Hawaii Employer-Union Health Benefits Trust Fund were to offer to pay the TRICARE Reserve Select premium for eligible state and county employees, more of those employees may consider choosing TRICARE Reserve Select for their health insurance coverage, thereby creating significant cost savings for the Hawaii Employer-Union Health Benefits Trust Fund; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Board of Trustees of the Hawaii Employer-Union Health Benefits Trust Fund is urged to pay the TRICARE Reserve Select premium for eligible state and county employees who are members of the National Guard and Reserves and who decline health insurance coverage through the Hawaii Employer-Union Health Benefits Trust Fund and instead opt for health insurance coverage through TRICARE Reserve Select; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Finance and the Chairperson of the Board of the Hawaii Employer-Union Health Benefits Trust Fund, who is requested, in turn, to transmit copies of this Resolution to the members of the Board of Trustees of the Hawaii Employer-Union Health Benefits Trust Fund.
