HOUSE RESOLUTION

 

 

URGING THE PRESIDENT of the united states, UNITED STATES CONGRESS, UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES, and United States Centers for Disease Control and Prevention TO fully SUPPORT HAWAII IN the SCREENING, PREVENTION, AND CONTAINMENT OF COVID-19.

 

 

 


     WHEREAS, around the world, as of February 28, 2020, there were 85,206 cases of COVID-19; 2,923 deaths caused by COVID-19; and 39,468 cases of recovery from COVID-19; and

 

WHEREAS, Hawaii is the state located closest to China, Korea, and Japan, which have many cases of COVID-19; and

 

     WHEREAS, the United States Centers for Disease Control and Prevention announced on February 25, 2020, that it is only a matter of time before COVID-19 becomes more common and undergoes widespread community transmission in the United States; and

 

     WHEREAS, the President's administration has submitted to Congress a supplemental funding request of $2.5 billion--with half of that amount from new funding and the other half shifted from other sources--in response to the outbreak of COVID-19; and

 

     WHEREAS, the supplemental funds would be used to support all aspects of the United States' response to COVID-19, including public health preparedness and response efforts; public health surveillance, epidemiology, laboratory testing, and quarantining costs; advanced research and development of new vaccines, therapeutics and diagnostics; advanced manufacturing enhancements; and the Strategic National Stockpile; and

 

WHEREAS, funds also would be made available, as necessary, to states that are part of the current national response to COVID-19; and

     WHEREAS, the United States Centers for Disease Control and Prevention has operated a quarantine station in Honolulu for over twenty years; and

 

     WHEREAS, the United States Centers for Disease Control and Prevention and United States Customs and Border Protection at Daniel K. Inouye International Airport, as well as nineteen other airports across the nation, are monitoring for travelers with symptoms compatible with COVID-19 infection; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the President of the United States, United States Congress, United States Department of Health and Human Services, and United States Centers for Disease Control and Prevention are urged to fully support Hawaii in the screening, prevention, and containment of COVID-19; and

 

     BE IT FURTHER RESOLVED that the United States Centers for Disease Control and Prevention are urged to provide sufficient numbers of COVID-19 test kits to Hawaii; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, Speaker of the United States House of Representatives, Minority Leader of the United States House of Representatives, President Pro Tempore of the United States Senate, Majority and Minority leaders of the United States Senate, members of Hawaii's congressional delegation, United States Secretary of Health and Human Services, and Director of the United States Centers for Disease Control and Prevention.
