HOUSE RESOLUTION

 

 

urging the City and County of Honolulu to implement a plan to properly remove abandoned vehicles from Oahu's roadways.

 

 

 


     WHEREAS, the eyesore of abandoned vehicles along public roadways exists throughout Hawaii; and

 

WHEREAS, in 2018 alone, 5,603 tickets were issued for abandoned vehicles, and 3,089 vehicles were removed from city roadways on Oahu; however, abandoned vehicles remain a problem across the island; and

 

     WHEREAS, despite the existence of programs to address the problem of abandoned vehicles along roadways, the businesses that are responsible for collecting and storing these vehicles claim to have reached full capacity and are turning away newly abandoned vehicles from their storage lots; and

 

WHEREAS, because these businesses claim to have run out of space to store these abandoned vehicles and in the absence of an alternative solution, abandoned vehicles remain on public roadways, creating a nuisance for communities around Oahu; and

 

     WHEREAS, the County of Hawaii has expanded its abandoned vehicle program so that each resident in that county may dispose of up to two vehicles at no expense to the owner of the vehicle; and

 

WHEREAS, along with providing a proper storage facility for these vehicles, this expanded program in Hawaii County has the effect of encouraging the proper disposal of vehicles and streamlining the entire process as a whole, thus saving taxpayer monies and removing unwanted vehicles before they become abandoned eyesores; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the City and County of Honolulu is urged to implement a plan to properly remove abandoned vehicles from Oahu's roadways; and

 

BE IT FURTHER RESOLVED that if the storage lots of the businesses that are responsible for collecting these vehicles have indeed reached full capacity, then the City and County of Honolulu is urged to establish an alternate location so that abandoned vehicles do not remain on the roadways of Oahu; and

 

     BE IT FURTHER RESOLVED that the City and County of Honolulu is urged to consider adopting the expanded abandoned vehicle program that exists in the County of Hawaii; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Chairperson of the Honolulu City Council, and Director of the Department of Facility Maintenance of the City and County of Honolulu.
