HOUSE RESOLUTION

 

 

requesting a study by the university of hawaii college of tropical agriculture and human resources on the development of more potent CANNABIDIOL.

 

 

 


     WHEREAS, the Food and Drug Administration has recognized the benefits of hemp-derived cannabidiol for treating multiple forms of epilepsy, including Dravet syndrome and Lennox-Gastaut syndrome, which are often unresponsive to anti-seizure medication; and

 

     WHEREAS, studies have also demonstrated the benefits of  cannabidiol for people with anxiety, depression, multiple sclerosis, arthritis, inflammation, chronic pain, and other medical conditions; and

 

     WHEREAS, cannabidiol is one of two primary cannabinoids derived from hemp plants, along with tetrahydrocannabinol; and

 

     WHEREAS, tetrahydrocannabinol is a psychoactive cannabinoid and cannabidiol is a non-psychoactive cannabinoid; and

 

     WHEREAS, the 2018 federal Farm Act limits tetrahydrocannabinol content in commercially sold hemp products to no more than 0.3 per cent; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the University of Hawaii College of Tropical Agriculture and Human Resources is requested to study the possibility of developing hemp varieties with increased levels of cannabidiol while retaining tetrahydrocannabinol levels that remain under 0.3 per cent and thus complying with the federal Farm Act; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Agriculture, the President of the University of Hawaii, and the Chairperson of the College of Tropical Agriculture and Human Resources.
