HOUSE RESOLUTION

 

 

REQUESTING the Department of education to EXPLORE THE FEASIBILITY OF NEGOTIATING THE transfer of LAND parcel 81002087000 for the fuTURE expansion of ke kula o ehunuikaimalino charter school.

 

 


     WHEREAS, Ke Kula o Ehunuikaimalino is a Hawaiian immersion public charter-school located in Kealakekua on the island of Hawaii; and

 

     WHEREAS, Ke Kula o Ehunuikaimalino is part of the Hawaii District Honokaa Kealakehe Kohala Konawaena Complex Area; and

 

     WHEREAS, the staff and families of Ke Kula o Ehunuikaimalino are committed to perpetuating the language, customs, traditions, skills, spirituality, and character of the Hawaiian people; and

 

     WHEREAS, Ke Kula o Ehunuikaimalino has the need to expand its facilities in the near future to better serve its student body ranging from pre-kindergarten to twelfth grade; and

 

     WHEREAS, the Complex Area Superintendent can provide support in conjunction with the necessary state agencies to oversee the land transfer and provide a report to the Legislature on steps moving forward for the land transfer to be complete; and

 

     WHEREAS, the land parcel identified as 81002087000 is adjacent to Ke Kula o Ehunuikaimalino's existing campus; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the:

 

     (1)  Department of Education is requested to explore the feasibility of negotiating the transfer of land parcel 81002087000 to Ke Kula o Ehunuikaimalino charter school for that school's future expansion; and

 

     (2)  Complex Area Superintendent of the Hawaii District Honokaa Kealakehe Kohala Konawaena Complex Area report back to the Legislature by July 1, 2020; and

 

     BE IT FURTHER RESOLVED that the Complex Area Superintendent of the Hawaii District Honokaa Kealakehe Kohala Konawaena Complex Area shall initiate consultations with the necessary state agencies immediately upon the Department of Education receiving a copy of this resolution and is requested to file an initial report with the legislature by no later than June 1, 2020, which sets forth the plan for effecting the land transfer, the state departments that are assisting to effect the land transfer, and any identified circumstances that could delay the land transfer.  Thereafter, the Complex Area Superintendent is requested to file monthly status updates on progress made toward effecting the land transfer; provided that, by no later than twenty days prior to the opening of the 2021 legislative session, the Complex Area Superintendent is requested to file with the Legislature a comprehensive report detailing the current status of the land transfer, the progress made towards effecting the land transfer, and if the land transfer has not been effected as of that date, the specific reasons why it has not yet been effected; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chair of the Board of Education, Superintendent of Education, Executive Director of the State Public Charter School Commission, and Chair of the School Community Council and Principal of Ke Kula o Ehunuikaimalino charter school.
