HOUSE RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF PARKS AND RECREATION OF THE CITY AND COUNTY OF HONOLULU TO BUILD A DOG PARK IN THE KAPOLEI AND MAKAKILO AREA.

 

 

 


     WHEREAS, there are a substantial number of dog owners in Hawaii who expend a considerable amount of money for pet-related needs and services such as food, supplies, veterinarians, and groomers, making them a large contributor to Hawaii's tax base; and

 

     WHEREAS, many behavior problems in dogs are caused by a lack of physical and mental activity, and without an outlet for their physical and mental energy, dogs may develop destructive behaviors; and

 

     WHEREAS, dogs require regular exercise and socialization, needing continuous interaction with other dogs and humans; and

 

     WHEREAS, dog parks enhance the quality of life for dogs and their owners, promote a healthy lifestyle for people and pets, add to our sense of community, and help to promote responsible dog ownership; and

 

     WHEREAS, Hawaii residents see dog parks as a safe and enclosed area to let dogs run free and play without penalty to dog owners or damage to private property; and

 

     WHEREAS, there are thirty on-leash dog parks made available by the City and County of Honolulu but only five off-leash dog parks; and

 

     WHEREAS, there are few dog parks available to serve the Kapolei and Makakilo area of Oahu; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Department of Parks and Recreation of the City and County of Honolulu is requested to build a dog park in the Kapolei and Makakilo area; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Department of Parks and Recreation of the City and County of Honolulu.
