HOUSE RESOLUTION

 

 

DESIGNATING KAILUA, OAHU, AS A VISION ZERO COMMUNITY WHERE NO LOSS OF LIFE OR SERIOUS INJURY ON ROADS IS ACCEPTABLE AND URGING GOVERNMENT TO ADOPT AND IMPLEMENT VISION ZERO POLICIES AND PLANNING.

 

 

 


     WHEREAS, the top priority of the State is the life, health, and safety of Hawaii's residents; and

 

     WHEREAS, in 2018, there were 117 traffic fatalities in Hawaii, which is higher than the 107 traffic fatalities that occurred in 2017; and

 

     WHEREAS, also in 2018, Hawaii ranked first in the nation in the increase in pedestrian fatalities, with 43 pedestrian fatalities occurring; and

 

     WHEREAS, traffic-related fatalities in the State continue to be a serious issue in 2019; and

 

     WHEREAS, from January 1, 2019 through February 21, 2019, 22 traffic fatalities have occurred in the State, 9 of which were pedestrian fatalities; and

 

     WHEREAS, overcrowded roads; larger vehicles; driver behavior, including speeding; distracted driving; and drunk driving are significant factors contributing to traffic and pedestrian related deaths and serious injuries; and

 

     WHEREAS, Vision Zero is a movement that seeks to eliminate all traffic-related deaths and serious injuries on our roadways, while increasing safety, health, and mobility for all; and

     WHEREAS, the core principle behind Vision Zero is that life and health can never be exchanged for other benefits within the society, and that planning and policy decisions should reflect as much; and

 

     WHEREAS, first adopted in Sweden in 1997, communities that adopt a Vision Zero plan have experienced dramatic decreases in traffic fatalities; and

 

     WHEREAS, in 2000, Washington became the first state in the United States to adopt a Vision Zero plan, and in return experienced an average of 22 fewer traffic fatalities and 80 fewer serious injuries each year between 2002 and 2011; and

 

     WHEREAS, Kailua, Oahu, is a community that has seen persistent transportation injuries and fatalities over the years; and

 

     WHEREAS, the people of Kailua, Oahu, prioritize health and safety of families in the community above all else; and

 

     WHEREAS, Kailua, Oahu, is committed to creating safer transportation infrastructure for pedestrians, bikers, and drivers in Kailua, to reduce injuries and fatalities and achieve the goal of a Vision Zero community; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that this body hereby designates Kailua, Oahu, as a Vision Zero community; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation and Department of Transportation Services of the City and County of Honolulu are urged to design and implement changes to policies and infrastructure in Kailua, Oahu, accordingly; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Director of Transportation, Mayor of the City and County of Honolulu, Director of the Department of Transportation Services of the City and County of Honolulu, and Chairperson of the Kailua Neighborhood Board.
