A BILL FOR AN ACT

 

 

RELATING TO AGRICULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1. The legislature finds that farmers and ranchers are vulnerable to natural disasters.  In 2018, farmers and ranchers suffered through floods from severe weather statewide and volcanic eruptions on Hawaii island.  The University of Hawaii college of tropical agriculture and human resources reported a total of $27,900,000 of farm losses caused by the Kilauea eruptions, and the National Weather Service estimates that farmers on Kauai and Oahu reported losses of $19,700,000 due to severe weather.  Agriculture disaster recovery efforts need to be carried out quickly and efficiently to ensure that damaged farm infrastructure, crops, and land are restored as soon as possible.

     The purpose of this Act is to appropriate funds for the department of agriculture's agricultural loan program to provide loans to local farmers and ranchers who have experienced losses caused by disasters.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $5,000,000 or so much thereof as may be necessary for fiscal year 2019-2020 to be deposited into the agricultural loan revolving fund.

     SECTION 3.  There is appropriated out of the agricultural loan revolving fund the sum of $5,000,000 or so much thereof as may be necessary for fiscal year 2019-2020 to provide loans pursuant to chapter 155, part I, Hawaii Revised Statutes, to support local ranchers and farmers who have experienced losses caused by disasters.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2019.
