A BILL FOR AN ACT

 

 

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that for the past half century, Hawaii has partnered with the National Aeronautics and Space Administration to advance our national space program.  Administratively attached to the department of business, economic development, and tourism through its office of aerospace development through Act 169, Session of Laws of Hawaii 2012, the Pacific international space center for exploration systems was established by the legislature to leverage Hawaii's substantial assets and capabilities in the space industry to advance our national space program and provide unique opportunities to expand and diversify technology-based enterprise and education statewide.

     The recent emergence of private commercial space access and a resurgence of global space initiatives will involve significant private sector investment in the development, testing, validation, and verification of robotics, broadband, energy production, energy storage, recycling, and renewable and sustainable technologies that can have immediate application to improve the Hawaii economy and the general well-being of the State.

     The goal for the Pacific international space center for exploration systems is to leverage these trends in developing a world-class center of excellence in Hawaii that can facilitate the design, testing, and validation of new technologies to support robotic and human missions to space, and in so doing serve as an economic driver for the island of Hawaii that will promote the establishment and growth of new sustainable and green industries along with associated jobs, workforce development, internships, and science, technology, engineering, and math education programs.

     The purpose of this Act is to appropriate funds to support the operations and the purchase of equipment required to sustain the Pacific international space center for exploration systems activities.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2013-2014 for operational and equipment funding necessary for the Pacific international space center for exploration systems to manage and facilitate its work in bringing aerospace technology and corporations to Hawaii, expand and diversify Hawaii-based industries, and provide the training relevant to preparing Hawaii's workforce for employment in technology-related fields, including funds for:

     (1)  Existing employee salaries and new positions to include a marketing officer, a project integration manager, and an information technology and field technician, as well as two student internship positions;

     (2)  Operational expenses, including rental of staff offices and warehouse space for existing Pacific international space center for exploration systems hardware and equipment; utilities; intra and out of state travel to meetings and conferences; marketing costs associated with website creation, graphic design, the development of brochures, and trade advertising; travel and lodging expenses for the Pacific international space center for exploration systems' board of directors; and the Pacific international space center for exploration systems conferencing contracts; and

     (3)  The purchase of essential equipment, materials, and services, including electronic test and design equipment in support of robotics training and education; mechanical equipment in support of robotics training; the sustainable concrete project; advanced manufacturing skills training; ongoing testing of robotic surface systems; command and control equipment for new and existing robotic hardware; situational awareness monitoring for robotic operations training; software licensing; and a data server for the archiving of results, product designs, and online training materials for a robotic operator training course.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     Section 3.  The Pacific international space center for exploration systems shall submit a report that outlines an updated business plan for the aerospace technology research and development park project to the legislature no later than twenty days prior to the convening of the regular session of 2014.


     SECTION 4.  This Act shall take effect on July 1, 2050.
